Job Purpose

To assist Manager, Main Infrastructure in managing overall pre-development planning for main infrastructure that includes design concept, scope, schedule, resources, risk management, project feasibility, tender stage, project implementation, stakeholder and handing over to relevant Authorities as per time frame, budget allocated and desired quality objectives.

Job Responsibilities

  • Assist in managing design submission for main infrastructure works and liaison with authorities to obtain approval as per targeted timeline.
  • Assist in managing and monitoring the completion of construction works within contract value and to reduce the occurrence of variation orders entailing additional cost whilst ensuring quality products and timely completion.
  • Assist in implementing the quality, health, safety and environment management system i.e. policies, activities, procedures, instructions where relevant as per SOP and ISO quality standard.
  • Assist in obtaining CFO/CCC through coordination with project teams, utility providers and local authorities as per schedule
  • Assist in ensuring the main infra services are implemented to support building CFO/CCC for implementation as per MLP.
  • Assist in handing over completed main infra services to the authorities for their operation and maintenance – 1 year after CF or as and when required.

Job Responsibilities (Con't)

  • Assist in ensuring the project stage completion is on time or ahead of schedule in order to achieve the fortnightly target.
  • Assist in managing, monitor and control the quality of the construction outcome to minimize the maintenance and handing over costs after project completed.
  • Assist in evaluating the submission of recommendation of APVO and EOT from consultant and contractor to ensure in accordance to the guideline provided in PWD form 203/203A.
  • Assist in managing and coordinate various tender and handing of construction drawings and tender documents to Cost and Control Department in accordance with the main infrastructure implementation schedule for Nilai Impian Township.
  • Assist in coordinating and managing external and internal stakeholders to ensure smooth implementation of both planning and on-going projects for Nilai Impian Township.
  • Assist in identifying, planning, managing & controlling risk via risk management report to ensure the deliverables of the project as per desired time, cost & quality.

  • Assist in managing and ensuring the payment progress to contractors, vendors and consultants before the payment due date period via monitoring IFCA payment process.

Impact / Accountability

  • Manage, monitor and coordinate the on-going main infrastructure projects with a total contract value of RM 41.8mil.
  • Manage design concept, budget, submission and execution of the future earthwork and main infrastructure components contract at Nilai Impian Township with estimated total contract value of RM 130mil.
  • Prepare business case proposal and obtain approval from SDP management to proceed with tender process within the targeted timeline and budget allocated.
  • Execute and monitor many critical processes in Nilai Impian i.e Annual Operational Planning (AOP), Monthly Development Status Reporting, IFCA, PMO Dashboard, Risk Management and Buildspace e-procurement.

Education/Professional Qualification

Bachelor’s Degree of Civil Engineering
